Requirements and recommendations for National Time and Frequency Laboratories.

NICT Space-Time Standard Group has been offering the T&F Training Program since year 2001 to learn about technical operations and fundamental background of the field.  This training program is prepared for young researchers and engineers who belong to metrological institutes of developing economies and we had 39 participants from 20 countries so far.

Since the standard time is a quite important infrastructure for all nations, we determined to use the round discussions scheduled in the last day afternoon to complete this working document trying to describe the minimum requirements for the national time and frequency laboratories and additional recommendations and suggestions to improve the quality of the standard and services.
