Report on Participation in the GPAI Plenary Meeting
From November 12 to 14, 2024, the GPAI Plenary Meeting and Expert Community Meeting were held at the OECD Conference Center in Paris, France. Mr. SHIBAZAKI Tetsuya, Executive Director of the GPAI Tokyo Expert Support Center (Tokyo ESC) Secretariat, participated in the event. This meeting marked the first gathering after the GPAI’s transformation to the integrated partnership with the OECD, Working Party on Artificial Intelligence Governance (AIGO), officially launching activities under the new GPAI 2.0 framework. Government officials from GPAI member countries and members of the expert community convened to review the progress of the Workplan 2024 and discuss priorities for the forthcoming Workplan 2025.
The Tokyo ESC presented an interim report on the "SAFE Project," which it leads, with Mr. Shibazaki inviting participants to join the Tokyo Innovation Workshop scheduled for next spring. The draft of the Workplan 2025 presented around 20 projects, including the "Agentic AI" project which will be managed by the Tokyo ESC, and it was considered to promote these initiatives under the GPAI brand. Some OECD member countries raised concerns regarding the adoption process and implementation timeline of the plan. As a result, the finalization of the Workplan 2025 will be made after further consultations.
At the Expert Community Meeting on the final day, experts originally from the GPAI-side and the AIGO-side, meeting for the first time in accordance with the integrated partnership, engaged in lively discussions on the key projects for 2025. A coordination meeting was also held to prepare for the upcoming GPAI Summit, scheduled for December 3–4, 2024, in Belgrade, Serbia, advancing efforts to strengthen international collaboration.
