Report on Participation in the GPAI Serbia Summit 2024
The GPAI Serbia Summit was held in Belgrade, Serbia on December 3 and 4, 2024. Dr. HARAYAMA Yuko, Secretary General of the GPAI Tokyo Expert Support Center (Tokyo ESC) and Mr. SHIBAZAKI Tetsuya, Executive Director of Tokyo ESC Secretariat, attended the summit with the delegation from Japan’s Ministry of Internal Affairs and Communications (MIC). This summit marked the first GPAI Summit under the GPAI 2.0 framework, following the GPAI’s integrated partnership with the OECD, Working Party on Artificial Intelligence Governance (AIGO). The event was inaugurated by the Prime Minister of Serbia and the Secretary General of the OECD, bringing together government ministers from 44 GPAI member countries (including Dr. IMAGAWA Takuo, Vice Minister for International Affairs, MIC) for a high-level meeting. The summit featured plenary sessions, panel discussions, and project showcases across multiple conference rooms, attracting over 1,200 participants.
The high-level meeting, chaired by Ms. Jelena Begović, Serbia’s Minister of Science, Technological Development and Innovation, included participation from the 44 GPAI member countries, the EU, and the 3 ESCs. During this meeting, the "GPAI Belgrade Ministerial Declaration" was adopted. Speeches were given by each country, and Dr. Imagawa stated that Japan would support the Tokyo ESC in carrying out effective expert activities, as well as work towards the promotion of safe, secure and trustworthy AI through the Hiroshima AI Process. Additionally, Dr. Harayama highlighted the activities of the Tokyo ESC, established in this July, stating that under the new structure that has dynamically transformed through the integrated partnership with the OECD, the Tokyo ESC is promoting the cross-cutting SAFE Project, which goes beyond individual working groups.
In connection with the 3 ESCs’ activities, a panel discussion titled "The Integrated Partnership: 'Moving into 2025'" was held. The current chair country, Serbia, facilitated the discussion, featured the heads of the 3 ESCs, co-chairs (former GPAI chair India, and current AIGO chair Slovakia), and the OECD. They discussed the expanded opportunities resulting from the integration of GPAI and the OECD, as well as the prospects of this partnership. In addition, each center reported on the results of its major projects for which it serves as the secretariat. On the progress of the Tokyo ESC's SAFE Project, Ms. YOSHINAGA Kyoko, Project Associated Professor of Keio University, representing track A&B, and Dr. Vincent Corruble, representing track C, both updates on the project.
Furthermore, the 3 ESCs set up each individual exhibition booth, displaying materials on large screens to promote their activities. The Tokyo ESC introduced an overview of the SAFE Project and provided information on the upcoming Tokyo Innovation Workshop.
