    Keynote Dialogue at the Generative AI Symposium: "Evolving Generative AI - Coexistence with Humans and Enhancing Productivity"

    On February 6, 2025, Dr. HARAYAMA Yuko, Secretary General of the GPAI Tokyo Expert Support Center, took a stage with a research professor HABUKA Hiroki, the Center for Interdisciplinary Studies of Law and Policy, Kyoto University for a keynote dialogue titled "The Future of a Society where Humans and Technology Coexist" at the Generative AI Symposium organized by Nikkei Inc.

    In the context of generative AI potentially resembling human cognition and thought more closely as it advances, the foundation of human well-being will continue to be based on the fundamental values such as basic human rights, democracy, and sustainability, which humanity has cherished. They explored the ideal social systems that would maximize the benefits of generative AI technology on this foundation, as well as the development of international rules and regulations that generative AI should adhere to.

    First, regarding the balance between innovation and regulation in AI, Professor Habuka highlighted that “AI can significantly contribute to solving societal issues, it also raises many ethical and legal challenges, requiring appropriate governance.” Similarly, Dr. Harayama noted “Excessive regulation could hinder technological development, whereas disorderly advancement increases societal risks, so appropriate policy design is necessary.”

    Next, regarding international cooperation, Professor Habuka emphasized that “Given the international impact of AI, there are limitations to what any single country can do on its own.” Dr. Harayama responded “If each country introduces different regulations, it will disrupt international harmony and adversely affect business activities and research and development. Therefore, international policy coordination is crucial.”

    Finally, on the role of the Global Partnership on AI (GPAI), Dr. Harayama explained “By leveraging international frameworks like GPAI and fostering cooperation among diverse stakeholders, it becomes possible to build effective AI governance.” Professor Habuka concurred, stating that policymakers, researchers, and businesses should work together to promote AI development that is acceptable to society, and that pursuing such development through GPAI's initiatives is essential.
