    Report on Participation in the 2025 Autumn GPAI Plenary Meeting

    From November 12 to 14, 2025, the GPAI Plenary Meeting and Expert Community workshops were held at the OECD in Paris, France. Dr. HARAYAMA Yuko, Secretary General of the GPAI Tokyo Expert Support Center, participated in the meetings. The Plenary brought together government representatives from member countries and related organizations, including GPAI Expert Support Centers, to report on the progress of projects under the Workplan 2025 and to discuss the proposed Workplan 2026.

    During the Plenary, the 3 Centers - Tokyo, Paris, and Montreal - reported on the progress of GPAI-associated projects in 2025. The Tokyo Center presented updates on the implementation status of the Student Communities project and reported on the Tokyo Innovation Workshop held in May, sharing its outcomes including the "Multicultural AI Consortium" and the "Initiative to Strengthen AI Ecosystems in Emerging Countries." The OECD Secretariat also presented proposals for the 2026 workplan, including GPAI projects such as "Agentic AI" to be implemented in collaboration with OECD, as well as planned GPAI-associated projects such as "Multilingual & Multicultural AI," and "Student Communities."

    On November 13, a workshop of the expert community for the Agentic AI project was held, and Secretary General Harayama and Guest Expert Researcher Merve Hickok presented the Tokyo Center’s planned activities to collect use cases illustrating practical applications. Participants expressed views on expanding the geographic and thematic scope of the study, and a productive discussion ensued. On 14th, a workshop was held on GPAI-associated projects implemented by the 3 Centers, where the Center Directors presented the results of this year’s activities and provided an overview of plans for the next year.
