Results of the Rio de Janeiro Innovation Workshop
On May 19-20, 2026, the Rio de Janeiro Innovation Workshop was held in Rio de Janeiro, Brazil, as a GPAI-associated project, bringing together a wide range of AI experts from the GPAI expert community, governments, academia, and the private sector. Dr. HARAYAMA Yuko, Secretary General of the Tokyo Centre of the GPAI Expert Community, attended along with 4 staff members from the Tokyo Centre and 4 experts from Japan, including Dr. Merve Hickok (an Invited Advisor of the Tokyo Centre).
Since 2023, the Innovation Workshops have been held successively in Montreal, Paris, and Tokyo. As the fourth edition of the series, this workshop marked the first time the event was held outside the host cities of the 3 Centres. The opening ceremony featured remarks by Mr. MANABE Takashi, Consul-General of Japan in Rio de Janeiro, as well as Mr. François Jubinville, Consul-General of Canada in Rio de Janeiro, Mr. Eric Tallon, Consul-General of France in Rio de Janeiro, and Vice-Minister Henrique Miguel, Ministry of Science, Technology and Innovation of Brazil.
Building on the discussions held during the Tokyo Innovation Workshop (May 2025), and the challenges and priorities identified by participants in advance, the workshop focused on the following four discussion themes (Tracks). Participants joined the Track of their choice and engaged in discussions over the two days across 5 working groups (Track 2 was divided into 2 groups).
Through these discussions, each group identified key challenges related to its theme and explored concrete proposals for future GPAI and GPAI-associated projects. At the final plenary session on the second day, each group presented its project ideas and key discussion outcomes.
Track 1: Societal Empowerment in the AI Era: From Literacy to Informed Agency

Track 2: Cooperation Frameworks for AI Governance: Transitioning Toward Collaborative Modular Innovation
Track 3: Scaling Local Specificity to Global Discovery: AI-Driven Knowledge Production
Track 4: Harnessing Cultural Diversity: Bridging Vernacular Contexts and AI Training

Going forward, Task Forces will be established for each Track to further develop the project proposals through continued collaboration among experts. These discussions will feed into the preparation of Concept Notes for potential inclusion in the GPAI Workplan 2027. Projects selected for implementation under Workplan 2027 will be discussed at the GPAI Plenary in December 2026.
